As the fifth Great Khan and founder of the Yuan dynasty, Kublai was one of the more accomplished of the Mongol rulers with an empire that stretched from China's east coast to the Ukraine in the west, While Netflix portrayed Kublai as an absolute monarch with the utmost authority over everything in his empire, the truth was that things were more decentralized. Under Kublai the empire was separated into distinct areas of jurisdiction, with China being an example with Kublai serving as emperor. He also divided the government into three departments and six ministries, although the Department of State Affairs did have all control over the six ministries, including the Minsitry of Justice which had its own system for dealing with Chinese and non-Chinese subjects.
